Form input errors should be announced via the aria-live region every time they occur

Problem/Motivation

As per WCAG 2.1 success criterium 3.3.1, form input errors should be automatically detectable. For screen readers this means that an input error should be announced every time they occur.

Proposed resolution

The aria-atomic attribute should be applied to the aria-live region created by Drupal.announce, and the function should accept an argument for the value of the aria-atomic attribute.
