Unreserve or create "action" module in contrib

📌 [meta] Tasks to deprecate Actions UI module Active is in progress to move action module to contrib.

However, the "action" module name is reserved and cannot be used to create a project.

Please unreserve that name in coordination with someone active on that issue, or create the module and transfer it.
