Core multilingual bug can prevent content from being sent to Quant

Problem/Motivation

Was doing a bunch of testing for πŸ“Œ Add internal path redirect support for multilingual sites Needs review and found a core bug (from 2011!) that prevents non-default-language content from getting pushed to Quant:

Proposed resolution

It's unclear when this core bug will be fixed as it's been open since 2011 (!) but we could at least work around the bug by adding special handling so, at minimum, the /node/123 page is created in Quant to reflect what is in Drupal. If possible, we could also try to make the alias work in Quant even though it doesn't work in Drupal.
