Make dependencies on readmehelp and help module optional

Problem/Motivation

There is absolutely no need to make a dependency on the readmehelp contrib and help module from Drupal core. This only forces to have the help modules enabled while a website not necessarily needs it.

Proposed resolution

Remove the dependency from the info file and change it from requirement to suggestion in composer.

This also makes upgrading to Drupal 10 easier, as it doesn't depend on readmehelp being upgraded first. There is only an indirect dependency by the xnumber module, which will be removed by πŸ“Œ Remove dependencies on readmehelp and help module Fixed (see for further discussions as well).
