Rework quant_cron taxonomy handling to be similar to node logic

Problem/Motivation

Note that I already did this as part of 📌 Add internal path redirect support for multilingual sites Needs review so that the multilingual canonical redirects are handled.

Steps to reproduce

Proposed resolution

Rather than use quant_cron_get_taxonomy_routes, use logic similar to how nodes are added and use Seed::seedTaxonomyTerms().
