Because this was done for 3.x first I am setting to RTBC.

You were able to add the 3.x patch to the existing ticket instead of creating a new one.
So it turns out that you created a duplicate on purpose. Why?🐛 Block content cache 'max-age' RTBC Contains both patches, for 8.x.1 and for 3.x. This is definitely a duplicate.
