Use namespaced dependencies and remove the values already added from the packaging script in the .info.yml file

A .info.yml file should:

Use namespaced dependencies
Not contain values already added by the Drupal.org packaging script, such as project and datestamp

The services_menu.info.yml file need to be changed.
