I think there is some disagreement among community members and the original creators.
Speaking as the original architect and repository maintainer, you should stop using this module as soon as possible and not use it for futute projects.
If possible, I would migrate to content_moderation, though I recognize that may not be possible, so it may be that some other maintainers have made that possible.
From my seat, we're better off providing an upgrade path from WBM to core Content Moderation, and then spending developer time on improving core.
The D10 compatibility came from the Project Update Bot. Latest commits are from @larowlan (https://git.drupalcode.org/project/workbench_moderation/-/commits/8.x-1.x), who I know is maintaining a platform and may not have the option to upgrade quickly.
I would not make any long-term plans until or unless @larowlan weighs in. But it's pretty clear that feature development has stopped.

Just another example then of good modules being moved in to core.. and losing/breaking functionality along the way. :(
