Show status indicator on the page or admin toolbar for issues (prod_check_indicator submodule)

Problem/Motivation

Sometimes administrators forget to bring important settings back to their production state again, for example when temporarily disabling JS /CSS aggregation.

It would be super cool if the module could add an indicator for this on the page or in the admin toolbar. Perhaps we should add that as a small submodule here for toolbar?

Just had a deeper look into the options of this module and it's really cool. Just the indicator is missing.

A poor men's solution would be to permanently show a warning instead of the admin toolbar or other indicator. That might also be an option in the submodule for the user to decide.
