D7: Add validation for Token timeout field

Problem/Motivation

On the Quant Token tab, you can enter anything into the Token timeout field. It should be validated.

The field does at least have a description with a link to documentation with the correct formatting.

Steps to reproduce

  • Install Drupal 7
  • Enable and configure quant_api module
  • Go to Token tab (/admin/config/services/quant/token)
  • Fill in an invalid Token timeout
  • Click Save configuration button
  • Result: Configuration will save with no error
  • Expected result: Error shown because the Token timeout is invalid

    Add validation code.
