Add required admin configuration pages to Facade module

@yas Here is the PR for setting up the base `facade` module. It also creates the `OpenStack Region` configuration entity. The entity holds all the endpoint, username/password fields for mapping to a OpenStack region. It also includes a section for a `admin user/password`
