This file has two methods, testT() and testBadProtocolStripping(). The latter is testing URL helper methods which are tested in \Drupal\Tests\Component\Utility\UrlHelperTest and with more robust test data. It appears this method can be removed.
Still need to investigate testT() and where else t() is tested.
