[Meta] Let's make Private Message frontend great again!

META issue about rewriting frontend of private message module.

Problem/Motivation

Frontend part in this module is pretty much dirty and inefficient. I think we should discuss different options to improve this.

Proposed resolution

Completely rewrite JS/CSS.

Remaining tasks

• Setup frontend assets compilation
• Decouple user interface from backend to separate modules
