ajax_render_error() function no longer exists

Problem/Motivation

There are references to ajax_render_error persisting still but were removed in #716602: Refactor ajax_render() and clean up 'ajax' element type →

Proposed resolution

Replace with ctools_ajax_render_error
Add callback for when no message based on old message found here on Drupal 7 Core
