Can this be extended to work with paragraphs and the layout_paragraphs module?

I don't use layout_paragraphs module but Layout Options is altering and generating "normal" configurable Drupal layout plugins, so it must work as expected.

Can you tell us more about your issue?

Regarding #3348135-7: Group layout options in a fieldset like regions options → , I guess it already works with Layout Paragraphs.

For Layout Paragraphs, you probably want the Style Options module.
