Problem/Motivation

Since file_save_data is deprecated in drupal:9.3.0 one automated test shows as failing

Proposed resolution

Use file.repository service if Drupal core is >= 9.3

    Tested the patch on Drupal 9.5.3, and PHPUnit results are ok for the user processor now, I tested the user picture upload from LDAP, and it works as expected, the code standards look good to me.
