Add mac M1 compatibility fix & migrate to dart sass

Problem/Motivation

gulp-sass needs to be upgraded to support Mac M1s, and since node sass is deprecated we should make the move to dart sass as well.

There are a few deprecated features between node sass and dart sass. The two biggest changes to be aware of are:

Proposed resolution

  • Upgrade gulp-sass to 5
  • Migrate from node sass to dart sass
  • Update sass files affected by deprecated features
