Group the Layout Builder section action links

Problem/Motivation

The remove and configure links for Layout Builder sections are added as simple link elements inside the layout-builder__section container. To allow easier adding of links, it would be good to group the links together in a container element.

Other modules could then easier add links to this group. Like Section Library → and Layout Builder Reorder → .
Because now they need to do a lot of work to add links and the styling is also not easy.

Proposed resolution

Group the action links in a container.

    I co-sign this suggestion. Right now they're just floating there in the layout-builder--section div and it's not possible to contain them both to, for example, maybe give them an appearance of being within a tab or something.

    Added first draft, test fails. So this needs work.
    I think this is also a feature request? So changed the category.

    This will need a Change Record also as I know already some modules that will have problems with this change?
    I'll list the modules later when I did more tests.

    I totally understand the thoughts behind this, personally I'm not 100% sure about this idea. This seems like it would be highly disruptive to both contrib and to anyone that has applied custom styling to LB.

    I think this could live in contrib so it can be an opt in for people who want it.
