Admin toolbar load on demand?

Problem/Motivation

I am having a major slowdown as admin and it is because of admin toolbar.

Is there a way to have it load on demand and not all at once like lazyload, ajax?

The admin settings are not being adhered to. I would love to just have the top level loaded according to the settings. I am not sure if it means only this level of items will be loaded or they are all loaded and only this level will be seen.

    Is there a way to cache the toolbar
    Load it via ajax only when needed
    Or load part of it

    I'm finding many of the admin pages unworkable, despite reducing the number of menu items and depth in admin toolbar tools.

    Also impacting upon CKEditor and other JS-driven components (such as tabs)
