Provide list cache tags for Block

Problem/Motivation

When you place a Site Setting Block and you create a new Site Setting Entity, the cache of the Block is not cleared.

Steps to reproduce

  1. Make sure cache is enabled
  2. Create Site Setting Type
  3. Place Site Setting Block
  4. Visit page
  5. Create new Site Setting
  6. Visit page and see that the new Site Setting is not displayed

Proposed resolution

Add the correct Site Setting Entity list cache tag to Block build.
