CKEditor 5 focus indicator is insufficient and is completely invisible in forced colors

The focus indicator for CKEditor 5 is a very slight inset box shadow. It's not very noticeable, and it's not consistent with focus styles with any other themes including Claro, Olivero, and the off-canvas dialog. Furthermore, it's not even perceptible when using forced-colors mode, as that mode removes box-shadows.

Task

We need to do the following

  • Ensure that CK5's default focus indicator is very noticeable within the module's default styles (so all themes can benefit)
  • Ensure that CK5's focus styles are consistent with other focus styles within Drupal core's themes (Olivero, and Claro)
  • Ensure that the focus style is also apparent and consistent within the off-canvas dialog
