Deprecate Tour UI

FWIW, I'm also potentially interested in helping to co-maintain the contrib version, although I have no idea what my life and availability will be like whenever that is really happening. 😅

Not sure how I didn’t see this. I’d love to become maintainer and can work on the few issues here and hopefully get ready to move to tour contrib.

I've pinged the three maintainers of the module via slack as they can add @smustgrave using the "Maintainers" tab of the module.

Maintainer status granted for smustgrave :D

Deprecating Tour UI and published the change record. When tour gets removed from core going to fold the UI into the contrib tour module.

Automatically closed - issue fixed for 2 weeks with no activity.
