Provide migration path from Drupal 8 path2ban

path2ban has features that perimeter does not offer, like notifications to users, and counting bans.
Merging https://www.drupal.org/project/perimeter/issues/3395160 ✨ Use flood service Needs work will get us close to the features in path2ban, and merging https://www.drupal.org/project/perimeter/issues/3389285 ✨ Add an event on a successful match Needs review will allow adding custom modules (possibly inside perimeter) that react to the ban, and notify users or count bans.

@alayham thanks, but https://www.drupal.org/project/path2ban → has no Drupal 8+ release.

Could you please add a feature request for each missing feature here from https://www.drupal.org/project/path2ban → with a reference to the implementation in https://www.drupal.org/project/path2ban → ?

1. Not using Regex syntax in "List of restricted paths" form
2. Threshold limit + Threshold window
3. Notify user one
4. Recent 404 errors

Not important to me:

1. Show warning message
