Add Varbase Featured Card Block module to work with the Featured Card component

Vartheme BS5 → has a component called: featured card, contains 2 columns:

It'll be a good feature if added featured card block as a sub-module in the Varbase Layout Builder module.

Add a new sub-module in Varbase Layout Builder called Varbase Featured Card Block to add a new block type called Featured Card.
