Tested with Drupal 9.4.6, Address 8.x-1.11, Feeds.
Import address data and check if you can import without Country code / with country code

It's likely this issue predates Contrib.social: some issue and comment data are missing.
I can imagine that if you don't import a country, all your adresses belong to the same one.
So, If ever you're combining Tamper with Feeds, you can use it to set a default country code value.
I move this issue over to Address issue queue as the implementation is there.
