Replace README.txt with README.md format

Thanks @nitapawar and @Nila Hyalij. Since November 2022, the README.md template → got updated, so I am adding a new MR in the Gitlab integration.

I pushed a small commit to clean up the ordered list thing. I find a series of 1. 1. 1. 1. options a little weird. Part of the appeal of markdown is that it's still legible as plain text, too.

Weird, d.o is being funky with the credits in here. Attaching what I committed as a patch to see if I can get the credit UI to get unstuck.
