Replace README.txt with README.md

The patch is working, moving it to RTBC.

This needs some work over as per the latest README file Format.

Reviewed MR!1, There is some issue in the patch.

1. Hyphen is used for bulleted list, however there is only one maintainer in maintainer section, so hyphen (-) is not required.

Since the section is titled Maintainers, it is perfectly fine to have a list with a single item.
