Element attribute private not migrated

Problem/Motivation

Elements with the private attribute do not have #private after migration.

Steps to reproduce

Create a webform. Add an element. Set it to private. Migrate the webform. The element will no longer be private in D9.

Proposed resolution

Same as #3253813: Element attribute disabled not migrated → , add the attribute to the migration.
