Replace the "Set as default" and "Install and set as Default" icons in Claro theme

Problem/Motivation

Some of the checkmark icons used in Claro on pages like /admin/appearance can be misleading and inconsistent. In the solution suggested in https://www.drupal.org/project/drupal/issues/3182264#comment-14703931 ✨ Possible misleading use of the checkmark icon on link buttons. Fixed , we replace the "Install" icon. We still need a solution for the "Set as default" and "Install and set as Default" icons.

Steps to reproduce

Go to /admin/appearance in the core Claro theme.

Proposed resolution

We discussed it in https://www.drupal.org/project/drupal/issues/3182264#comment-14705721 ✨ Possible misleading use of the checkmark icon on link buttons. Fixed and below, but there has been no consensus yet. It probably requires a more detailed discussion.

Remaining tasks

The "Set as default" and "Install and set as Default" icons have to be replaced.
