Close to first rc release now

It would be great to have some testing/review for ✨ Allow override of LegacyEmailBuilder with configured policy Fixed . I will wait 1-2 weeks hoping that someone can help, otherwise commit anyway.

Once that's in, I'll create an rc1 release.

#3309471: Encrypt stored remote Transport credentials → would be great for improved simplenews parity however it's not a stable block IMO.

✨ Allow override of LegacyEmailBuilder with configured policy Fixed is now committed. If you can help by testing the dev release that would be great thanks, and would speed up the stable release.
