I have fixed the issue.

1. Project page and issue queue is missing.
2. Installation and Configuration Title is missing.

We are using "Configure Drupal to store files in S3" instead "Configuration" in this module.

Configuration cannot be used as section title, since there is already S3FS initial configuration. As long as there is a section for the module configuration (and in this case, the sections are two), all is fine.

Reviewed MR!21, the file is updated as per the readme.md file template instructions.
Hence marking it to RTBC.
