[META] CWG - Community Health - Unhelpful/inauthentic issue comments

Problem/Motivation

This is very likely beyond the scope of a CWG template, and perhaps should be filed somewhere as more of a maintainer template, but....

In the event that someone posts what seems to be an unhelpful or inauthentic comment to an issue (perhaps fishing for credit, or perhaps just new - it's impossible to know people's intent!)-- it would be powerful to have a response that notes it as such, but rather than just shutting down that contributor completely, also provides guidance to provide a more meaningful, authentic contribution.

Proposed resolution

Develop one or more templates along these lines. Some that could be used generically, some that may need the maintainer to fill in some elements.
