Restrict number of alerts allowed on a page.

Problem/Motivation

I'm using sitewide alerts along with the block reference plugin and it would be nice to be able to restrict users from placing more than say 2 alerts per page.

How would we determine which alerts to show and which to not show with this type of restriction in place?

Think this falls into the site builders responsibility. If they have the ability to create alerts and then we take that ability away think it would lead to confusion.
