When the Queen passed away there was a directive to insert a cdn at the top of the page.
To quickly achieve this we had a contrib module already installed called bootstrap site alert. We also had css_editor (css for the theme provided in a wysiwyg)
however if there was a region above the banner/language bar in the full width then we could have just inserted a block there.
add a new region to wxt_bootstrap just above the block
write a patch
