The search results in Search All, Search Content and Search Group doesn't appear if a user whose language is different than default site language.
In Search All, only users will appear as results.
There is a filter called “Interface Language” on Search All, Search Content, Search Group which limits the search results. Search User doesn’t have this filter which is why only “Members” (Users) appear in search results when a user of “non-site-default” language uses the search function.
Install Open Social on latest version with demo content
Enabled Social Content Language module
Add one more additional language
Go to /search/all
You will see all results normally
Go to /search/all
You will only see “Users” in search results.
Update the filters to consider fallback language.
