Allow retries after seed errors

Problem/Motivation

It would be useful to allow queue items to be retried if there are errors.

Original GitHub issue info:

Now that we're using queues to process sending payloads to Quant we should:

Add configuration for retry attempts
Update the queue events to include the retry attempts
Add error handlers to add the item back to the queue on an API error
