Add automated tests

The following tests are proposed for this module. Note that tests in this module will focus primarily on generating and writing enforced configuration. Tests that involve reading and enforcing enforced configuration will be in the Config Enforce counterpart issue: #3174603: Add automated tests →

❌ UI tests:
- ❌ Verify the Config Enforce Devel form elements are present on expected configuration forms; this would have caught some weird regressions in 🐛 Trying to save any theme settings form results in WSoD Fixed where the fixes there caused the form to be removed from unrelated forms due to an oopsie derp.
- ❌ Verify the Config Enforce Devel form elements list all the expected configuration; we can use and expand upon the framework added in ✨ Create a test trait to abstract repetitive UI checks/asserts Fixed for this. The reason to test this in Config Enforce Devel despite it being tested in Config Enforce is that Config Enforce Devel alters a lot of stuff, so this would catch things we might break due to those alterations.
