Deprecated function - taxonomy_vocabulary_get_names

This function is deprecated in drupal:9.3.0 and is removed from drupal:10.0.0. We need to replace it's usage

Replace it with the usage of the EntityTypeManager service.

This is also solved in https://www.drupal.org/project/vppr/issues/3336179#comment-15049923 📌 Drupal 10 compatibility RTBC which might be a more straight-forward approach.
