We should explain how to install the photoswipe library using composer in the README.md and mention it in the status message.
Perhaps it makes sense to only explain the technical details in the README.md and put a link there from the module page and the status page to https://git.drupalcode.org/project/photoswipe/-/blob/3.x/README.md

Download the Photoswipe plugin, extract the archive and place the
photoswipe directory in the "libraries" directory on your server. to be able to check version of the library using Drupal tools.

No, this is HEAVILY implemented in 5.x (and also was in 3.x / 4.x). I think this issue was simply just forgotten.
