Permission for Overview Route

Problem/Motivation

The component_library.overview route (the menu parent for the other admin pages) currently requires the administer site configuration permission. I have a role that I want to give access to edit patterns/variants, but giving "administer site configuration" grants access to a bunch of other things.

Proposed resolution

I'm not sure there's a single permission that makes sense, so I would suggest allowing access to anyone with ANY of administer component library assets, administer component library patterns, or administer override mode.
