I think this should be implemented in the term merge module, maybe with a condition to check for the redirect module.
Redirect module isn't the right place to look for the far less used module!
When taxonomy terms are merged ("apples" into "apple") the path alias ("/apples") is deleted and stops working; if there is an alias it should be replaced with a redirect.
In ✨ Provide "Create Redirect" functionality if redirect module is installed Needs work it is suggested that this functionality should live in Redirect module rather than Term Merge → module itself.
Decide which module to implement it in, and do it!
