Provide "Create Redirect" functionality if redirect module is installed

First of all thanks for your engagement to port this module to D8. It's a really needed helper to clean up the db, since Add duplicate term names prevention as a vocabulary option → is still in the making.

I can confirm that the latest dev works as expected on core 8.4.4 and PHP 7.0.22. First I tried the current alpha1, but got unexpected errors after submitting the merge form – so I uninstalled it and continued with the dev version.

Some features I saw on the D7 documentation would be great to have also for D8, especially the "Create Redirect" option and maybe "Keep only unique terms after merging". So one does not have to write down all the merged URLs and rework redirects and references in nodes manually. Is there some kind of roadmap for this version?

To find the duplicates easier I created a simple view that lists all the taxonomy terms, aggregates them by term name and displays the COUNT value in the second table column – also including an exposed filter for the vocabularies, which prevents you from false positives if term names appear multiple times, but only in different vocabularies.
