The "site_time_toggle" setting enables the site/user time in parentheses. The labels on the custom formatter settings form make it seem like it does the opposite.
Currently the label/description is:
Turn off site time display
Don't show default site time in parentheses at end of the value.
It should be something like:
Enable site time display
Show the default site time in parentheses at end of value.
Format a time with the custom formatter and check and uncheck the relevant setting at the bottom of the form.
Change the label.

Yeah, this setting functions completely backwards from what the label says. Any idea when a fix for this will be available? For now, we'll just carry on knowing it's reversed. 🤷♂️
I ended up putting in the title and description from the format form verbatim, to ensure consistency. This change has been merged into the 4.2.x branch.
