This is not a duplicate as the previous comment stated, I found two more instances where file_create_url() are still being called
in FileAudioFormatter and
,a href="https://git.drupalcode.org/project/file_entity/-/blob/8.x-2.x/src/Plugin...">FileVideoFormatter.

joseph.olstad → made their first commit to this issue’s fork.

@jrglasgow, I changed one line, might help.

Sounds like those two don't have test coverage.

You could also just use $file->createFileUrl(), kind of cheating but allows you to skip the whole DI thing.
