Commerce locks payment gateway plugin from being modified from the user interface.
Commerce migrate Commerce should use a static_map for the plugin defaulting to "manual" plugin so that the migration can be modified (either programmatically or manually) to use something like commerce_stripe: stripe.
There should be a way to check for and add payment gateways in a static_map rather than constant plugin so that a user does not need to know to manually edit the generated migration.
Need a proposed resolution.
