The admin_toolbar library is attached, but the hover/hoverintent libraries were missing.

if I deactivate the 2 options in permissions when I move the mouse over the 2 elements I cannot see the submenus
- Show Administration menu in the toolbar
- Show Shortcut menu in the toolbar
