Allow for rich text in question field

Problem/Motivation

We have a need for rich text questions. This patch allows for said functionality.

What it does: grabs the text format from answer field, and applies to question field on both form and node view. It also removes the form settings options to set question length and format type (they are pulled in from answer settings).

This patch isn't being added with the expectation that it will be merged into project, rather as a bookmark for us to use on our project, and an option for others who have a similar need.
