Provide a bibcite reference entity route context like node does

Problem/Motivation

When placing block in under block layout there is a visibility condition settings. Right now the block module only allow entities providing route context to be configured. If for example, someone want to place a block by bibcite entity reference bundle they can't since there is no context provider for the bibcite reference entity.

Steps to reproduce

  1. Navigate to block layout settings page (admin/structure/block)
  2. Click configure in the operations column on any block
  3. Scroll under the visibility section
  4. You will notice that there is no tab for "Reference type"

Proposed resolution

Provide a bibcite reference entity route context like core node and taxonomy_terms entities do.

Remaining tasks

Provide a patch or merge request.

User interface changes

The user will now be able to configure blocks by bibcite entity reference type.

API changes

A new bibcite reference entity route context service.
