Standardize name of distribution initiative

Problem/Motivation

Not surprisingly given its newness, the distributions initiative is now referred to by various names in different places. Specifically:

• The tag for issues in the initiative is " Distribution Modernization Initiative → ", the same phrase as used in the original ideas issue 🌱 Distributions and Recipes initiative overview and roadmap Needs work .
• The (official?) initiative page gives the title " Recipes, Starter Kits, Distributions strategic initiative → ".
• The project for the initiative is called " Drupal Distributions and Recipes initiative → ".
• The project page for the initiative project → refers to the "Distributions initiative".

Proposed resolution

Pick one standard name for the initiative and use it consistently.

Candidate is "Distributions and Recipes".

Remaining tasks

• Change the name of the issue tag → .
