Problem/Motivation

Following error on user save /admin/people/create:

Drupal\Core\Database\InvalidQueryException: Query condition 'commerce_order.uid IN ()' cannot be empty. in Drupal\Core\Database\Query\Condition->condition() (line 117 of core/lib/Drupal/Core/Database/Query/Condition.php).
